This has been the story for most governments, especially in the Global South, since the mid-2000s, as government programs become aligned with the global adoption of governance frameworks. This trend has prompted several approaches to address issues in the traditional government-citizen relationship and move away from state-centered programs alone. However, these efforts have also come with their own unique challenges, which have taken the context away from governance programs. Consequently, most governments and institutions today remain loosely connected to, or entirely disconnected from, their own programs. This leads to implementation gaps and blind spots, such as program layering and duplication, a lack of clear ownership, embedded programs, fragmented innovations, and discontinuities caused by political transitions.
